The Universal Basic Education Commission (UBEC) has convened with State Universal Basic Education Boards (SUBEBs) from Oyo, Adamawa, and Katsina states to strengthen implementation of the Better Education Service Delivery for All – Additional Financing Transforming Education Systems at the State Level (BESDA-AF TESS) program.
The two-day orientation and strategy meeting, held in Abuja from September 29 to October 30, 2025, brought together key education stakeholders to review progress and chart the way forward. The Deputy Executive Secretary (Technical), Mr. Rasaq Olajuwon Akinyemi, represented the UBEC Executive Secretary, Dr. Aisha Garba. Also in attendance were the Commissioners of Education for Katsina, Hajiya Zainab Musa Musawa; Oyo, Hon. Olusegun Olayiwola; and Adamawa, Dr. Umar Garba Pela, alongside SUBEB Chairmen from the three states.
A central focus of the meeting was UBEC’s role in national coordination and the SUBEBs’ responsibility for state-level execution. Participants reviewed independent verification reports on the achievement of Disbursement-Linked Results (DLRs), which tie funding to performance, and discussed strategies to accelerate progress.
Following the program’s restructuring in June 2025, which introduced new arrangements and updated Disbursement-Linked Indicators (DLIs) under the HOPE-EDU Program, stakeholders agreed on a 13-month roadmap to fast-track results. Revised work plans under the Investment Project Financing (IPF) component were also finalized to ensure efficient deployment of resources towards meeting the Program Development Objective (PDO).
At the close of the workshop, UBEC and SUBEBs from the Oyo, Adamawa, and Katsina states adopted concrete action plans, identified key milestones, and outlined immediate steps to deliver transformative education outcomes across the participating states.
