President Bola Tinubu has asked the Senate to approve a bill seeking to repeal the law establishing the Administrative Staff College of Nigeria (ASCON) and create a National School of Government to strengthen leadership development and policy implementation in the public service.
Tinubu’s request was conveyed in a letter transmitting the National School of Government Bill 2026 to the Senate for consideration. Senate President Godswill Akpabio read the letter during plenary on Wednesday.
In the letter, the President urged lawmakers to give the proposed legislation prompt consideration, saying the new institution would focus on developing leadership skills, improving executive capacity and strengthening public officials’ ability to translate government policies into effective action.
“Pursuant to Section 58 (2) of the 1999 Constitution of the Federal Republic of Nigeria, as amended, I forward herewith the National School of Government Bill 2026 for the kind consideration of the Senate,” Tinubu stated.
He expressed hope that the Senate would give the bill the necessary attention to facilitate its passage.
The proposed legislation seeks to repeal the Administrative Staff College of Nigeria Act, A-4, Laws of the Federation of Nigeria 2004, and establish a new legal framework for the National School of Government.
If passed into law, the institution would serve as a national centre for leadership development, policy delivery and executive capacity building.
The proposed school is intended to provide structured training to strengthen the competence of public officials and improve their ability to implement government policies and programmes effectively.
The bill must secure legislative approval before the proposed legal framework can take effect.
